The thing about this game is that if you have a lower-end GPU or an older higher-end one (like the 970), you can adjust the settings/render scale and improve GPU performance a lot, but if your CPU isn't up to snuff you won't get good performance no matter what you do, since turning the settings down doesn't improve CPU performance much in the cities.
